what if you wouldn't be voting for people, instead you would register
to a mini rule book club.

the rule book could have like up to 50 laws(could be less).
clubs would only be allowed to promote the rules in the rulebook, and be funded by the people registered to the club.
people of outer clubs will not be entitled to benefits of the club.

the key to this system is the limited amount of rules.

Your suggestion very clearly couldn't work.

Criminals could just join clubs with no rules against what would otherwise be crimes (and should be crimes).

The same rules should apply to all citizens of the same class.
