The issue with surrogacy is needing an egg donor, that's add cost and complexity. It's mostly for couples who struggles with infertility, not ideal for single males looking to have a child.
Might be worth looking into if there is an option just for making her pregnant more naturally? (where she carries her real child).
Looking at the egg donors we don't get much info and the supposed blue hair color doesn't match with the picture provided

Blue eyes can appear to have a different color on photos though.
