One problem with a lot of cyclic universes is entropy, if entropy keeps increasing with each new universe then you would end up with only some initial universes (if there are initial universes) like the universe we have today with the subsequent once approaching thermal equiluibrium.

You are not making sense.
There is some personal guidance there but a very big focus is governance which mostly apply to people with a significant chance of gaining political power.
Of course you could use it to vote for better parties but the impact from that will be very small unless vintologi becomes big (which seems unlikely atm).
The governance theory can be applied over private governance too. We did partially implement pure elite rule for the transmaxxing discord. It would be interesting to try the full implemented as outlined (page 29):
