1. Territorial expansionism as a goal.
2. No welfare after 60
3. Tax cuts for the most productive members of society.
4. Measures to increase the fertility-rate among people suited for breeding.
5. Brutal punishments (such as being reduced to human property or being fed to lions).
6. Child/teen marriages/adoption largely for the purpose of breeding.
7. Strict restrictions on abortions and also contraceptives.

The best system is having the senators select one of them to officially take the title of president.

Different senators can specialize on different tasks such as

A0: General leadership.
A1: War and military.
A2: Courts.
A3: Legislation.
A4: Finance.
A5: Education and media.
A6: Research & science.

You can indeed have some form of tournament where candidates are competing for some seat. For example a senator might select 4 of his male children to compete to become his first successor.
