It's not the case that a government decision is right merely because they had they might to enforce it. Their decision can still have bad consequences short-term and long term (even for themselves such as due to reincarnation).

A lot of western governments are weak and unable to actually enforce their agendas for better or worse. We see how Donald Trump often get obstructed by courts and congress.
