What's the best way these days to learn a foreign language online

I was practicing creating articles over at the French Wikipedia, but they deleted them for being allegedly such bad French as to be incomprehensible. (I think they just didn't feel like holding my hand by making corrections so I could learn; also, I think some American concepts they themselves have trouble translating into French, as evidenced by how many articles in the French Wikipedia have English names.)

Anyhoo, I'm using DuoLingo now, to try to brush up on my French, of which I basically have 2-3 years. I think I remembered a lot of vocabulary but I've forgotten how to use verbs and their tenses properly to form sentences that are grammatically correct, which is probably what annoyed the French.

I take Latin, and my issue is just getting the vocabulary down for the most part. I recommend studying some verb charts online. It has helped me a little.
