Does anybody actually spend scholarship money wisely when they're in their teens/20s?

I used to get these cash scholarships for like $500 or however much, and just blow it all on video games, or whatever I was buying those days. If you give some kid that age a big chunk of money like that, he'll probably just spend it on drugs, or pussy, or something along those lines, and still ask his parents for the same amount of money for books, tuition, etc.

Yes plenty of people do that, some people are able to properly manage their economy from early age. You might still make some purchases but it will not be any more wasteful than the typical citizens of your country.

People that have more money at their disposal (typically older people) tend to waste these money more since they dont have the same economic preassure to maximize the utility they get from their money.

Yeah, plus their minds are starting to decay and they're becoming emotionally vulnerable due to loneliness and irrelevance.
