I think it's a little of both, but I think a lot of times drug use is more of a symptom than a cause of, say, amotivational syndrome.
Let's suppose someone has a ton of time on his hands. He's not necessarily going to fill that time with productive activities even if drugs are unavailable, because he may just be lazy or not very resourceful when it comes to figuring out good ways to spend his time.
Plenty of people who don't use drugs, when they have extra time, will just spend it watching TV. Often they'll watch the dumbest stuff, too, like Family Feud or soap operas. Or they'll get addicted to silly farm games on their tablet or phone.
Or in the case of chicks, they may go on the Internet and wreak a lot of havoc among men there. People have all kinds of unproductive or even harmful ways of spending their time without turning to drugs. Maybe the pothead who just sits around laughing is actually better than a lot of people who go around causing destruction everywhere. Energy that's spent trying to convince or pressure someone to stop using drugs might be better directed at working with people who already realize the benefits to themselves of staying off drugs. Those may be people who are so focused on their work to achieve their goals that they don't have a lot of time or attention to devote to getting wasted. Some, though, have a "work hard, play hard" mentality and do both.

We are lucky, indeed, if the needless bureaucrats are mere easygoing loafers. They are more likely today to be energetic reformers busily discouraging and disrupting production.
