Most of the people who use the term "degenerate" would probably consider pedo stuff degenerate, though, yeah.

"Degenerate" seems to assume that there was a point where we reached a height of civilization and culture and it's been downhill from there; we've fallen away from the standard.

What would the standard have been? Greek or Roman civilizations, where they had all kinds of gay stuff and debauchery going on? Or the British empire or something, which had its monarchs introducing divorce and other stuff that deviated from the Catholic tradition?

I guess one could say, if you were to take the best parts of all these civilizations and put them together, and discard the bad stuff, then you would have the standard we're supposed to strive for. Or maybe they view Hitler's Germany as the standard, because the kids and the soldiers and whatnot in the propaganda posters look so wholesome and clean-cut. Yeah right, we know that any kind of scenario like that has tons of "degeneracy" under the surface; look how much slack they cut Ernst Röhm, for instance. Plus Hitler wasn't married or anything, which kinda tells you something about his views on marriage, even NatSoc-era marriage.
