Dynamically changing the leader during crisis/war
In some situation it might be necessary to have a singular person in charge such as to execute some plan. That however does not mean that the system of elite rule has to be formally abolished even temporarily, it simply means that a majority may decide to back a certain person to execute a certain plan and that can be revoked at any time.
The senator taking on that leading role may also realize that he/she is no longer best suited for taking on that role and notify the senate so they can try to find a replacement.
